Complete birth date is required. However, only year of birth is available in the voter file. If the written year differs from the db, it's a non match, regardless of address match. If birth date is missing or incomplete, it's -b# if the address matches, -b0 if the address does not match. If the written year of birth is 20, unless the voter was born in 1920, it is -b.

If the voter only provided a first initial and last name, if the year of birth matches, tag as a soft match. Normal soft matching is not in play for Kentucky, only this specific scenario, which is fairly common for Kentucky. If the you can match or soft match, it is a non match, not -n0 for single initial.

Printed name is not required so long as legal signature is legible.

University addresses written as Hall names are not deficient if they include some kind of number and not just the Hall name by itself.

City and zip are not required.
