There are two formats for Nebraska petitions. Ballot initiatives have a county written at the top. Candidates do not have a county at the top. For ballot initiatives, flag any file where the county is not written in both places in the petition header or if they do not match.

90% of voter records have complete birth dates and can be smart searched in birth date mode and tagged with only a matching birth date (as per default specs). The other 10% of records only have the year of birth, and require a house mode or custom search. If only the year of birth is provided, you can hard match with just name and year of birth unless two people with the same name and year of birth are found. You cannot match if the year of birth is more than 10 years different, even if the address matches.
If the full birth date, address, and first name all match, the last name does not have to match to be tagged as a match. This is not an option if only birth year is provided.
Only a birth date or address is required on the petition form. No -a0 if birth date is provided. P.O. boxes are not deficient.
Printed name is not required if legal signature is unambiguously legible.
City and zip code are not required.
