Circulator Declarations

The shorthand is the

  1. first letter of county
  2. first letter of the first name
  3. first letter of last name
  4. first digit of house number
  5. first letter of street name
  6. first letter of city
  7. first letter of state
  8. first digit of phone number, regardless of whether the first digit is an area code or main number (see Blitz 2026 exception)
  9. full 5-digit zip code

Check the box if the circulator signed, and enter the signing date. On the Labor referendum, there is a 6-digit serial number at the bottom of the page to record.

For the Labor Referendum, enter 8 in the shorthand where the phone number would normally go.

Signatures

In Utah, matching birthdate and near address in Utah is a hard match. No birthdate and near address is a soft match. Matching birthdate and no matching address is a non-match unless the address is a near address as defined in the default specs for soft matching. You can search by birthdate, but this ability is somewhat useless, because in Utah many records are missing birthdate in the voter file and few voters write their birthdate on the petition, so it is recommended to immediately switch to house mode when starting the job.

Many birthdates are listed as 1/1/year, which should be treated as no birthdate in the database. Where you see 1/1/xx, validate based on address only.

Neither city nor zip are required. There is no -c.
