The soft match shortcut is used in Vermont, but it is not really for soft matching. Because no address is provided, there is no -a0. As long as the name and city match, it is a match. If the name is exact (no nickname) and unique per city, it's a hard match. If the name is found but not unique or is a nickname, and the city matches, it's a soft match. This is the same as Alabama and different than how hard and soft matching work for all other states.
John = Jonathan for soft matching in Vermont as long as the city matches.
Treat any combo of town names as the same town, such West Rutland and Rutland City.
